Land Use Bylaw Review
The Land Use Bylaw, last updated 23 years ago, is now under
review. The current Bylaw is seriously outdated, and as a
result, has been amended several times, leaving it fragmented
and confusing. The Land Use Bylaw essentially regulates building
form and size (development) and how land and buildings are
used (land use) through the Development Permit Application
process.
The review process starts with review and analysis of the
existing land use districts. The commercial districts were
reviewed in Fall 2003, and this section was wrapped up in
March 2004. The industrial district review has also been completed,
and the residential districts are still under review.
As part of the Land Use Bylaw Review, a parking study is being
conducted to look at the various districts and their parking
requirements, as they pertain to uses on private property.
The report for this study was presented to the Special Planning
Committee on Land Use, Planning and Transportation on February
16, 2005.
Initially, the Bylaw was to come into effect on January 1
2008, but City administration recommends an implementation
date in mid-2008 to allow for more transitioning time. There
are a number of outstanding issues which will be addressed
through bylaw amendments prior to implementation, or afterwards
through a “sustainment team”.
