10th,
11th and 12th Avenues South - Planning and Transportation
Study
As part of the ongoing implementation of the Inner City Transportation
System Management Strategy (ICTS), The City of Calgary has
initiated the 10th, 11th, 12th Avenues South Planning &
Transportation Study.
This study, as approved by City Council in June, 2000, addresses
the conversion of 11th and 12th Avenues back to a two-way
system and the feasibility of achieving a full through movement
east/west at 14th Street and 10th Avenue SW. The study's recommendations
are based on the overall planning merit of the conversion
as it relates to issues of network mobility, local mobility
and achieving important planning objectives.
Following up on the ICTS recommendations, The City began the
10th, 11th and 12th Planning & Transportation Study in
June of 2003. Community stakeholders, businesses, BRZ's and
city departments like Land Use Planning, Transportation Planning,
Transit, EMS, Fire, Calgary Police Services, and others, were
consulted, and a Working Group of volunteers and city staff
was formed to study the area.
The Working Group met to review transportation alternatives
for analysis, and provide feedback based on 3 main criteria:
maintaining commuter mobility, improving local accessibility
and improving the community environment. Representatives from
the Beltline - Victoria and Connaught, and Sunalta, and the
adjacent communities of Scarboro, Bankview, South Calgary,
Hillhurst-Sunnyside, Mount Royal, Cliff Bungalow/Mission,
Erlton, Ramsay, and the commuting communities of Inglewood,
Bridgeland, as well as representatives from Ward 6 communities
(Westgate, Coach Hill, etc), BOMA, local business representatives
and other stakeholders were all vital participants in the
study.
A Midtown Urban Design Study, conducted in January 2004, suplemented
the 10, 11, 12 Study in its scoping project of the Midtown
area (just south of the CPR tracks from 14th Street SW to
the Elbow River). Transportation issues were addressed in
the visioning study of the Midtown area, most of the solutions
confirming the findings of the 10, 11, 12 Study. Click the

Design Study.
A working draft, entitled 10th,
11th and 12th Avenues South: Planning & Transportation
Study, is now available by clicking the link to the right.
